We are just days away from NCDC’s 50th Conference and Exposition! This week, over 600 people will be gathered in Chicago to mark the golden jubilee. Anniversary festivities on Sunday will include a Eucharistic Celebration, a cocktail reception, and a gala.

NCDC Calls Catholic Fundraising Community to Action

NCDC has issued a Call to Action for the Catholic fundraising community.

We are urging immediate action by all religious charitable fundraisers and their business partners in an attempt to get USPS to withdraw a proposal that puts the mailing of premiums by religious charitable mailers at grave risk. 

We ask that you submit comments to the Postal Service as soon as possible in opposition to the August 23 Federal Register Notice of USPS.  The operative, and potentially devastating, proposal is simple: “no merchandise or goods will be allowed of any type regardless of ‘value.’”  Mailing merchandise would be forced into much higher postage categories of First Class, Priority, or Parcel Select, essentially ending premium programs.

NCDC Continuing Collaborative Advocacy on Proposed Postal Rule on Non-Letter Size Marketing Mail

NCDC is continuing to work in close collaboration with the Alliance of Nonprofit Mailers and the DMANonProfit Federation on a proposed postal rule from the United States Postal Service regarding what kind of merchandise can be included inside a Marketing Mail piece.

Included in the discussion of how this proposal could affect our charitable nonprofit institutions are the dozens of types of items included in direct mail appeals, ranging from rosaries and other premiums to raffle tickets and brochures.

We will continue to keep you updated as we receive more clarification on the proposed rule.


A few years ago, Congress made the IRA Charitable Rollover provision permanent.

Many of our members saw an increase in charitable giving from IRAs.

NCDC believes that the Legacy IRA Bill, H.R. 1337, which allows individuals at age 65 to make tax-free IRA rollovers to

charitable from life-income plans (charitable gift annuities and charitable remainder trusts) is another giving incentive that helps both

the charity and donor who needs a lifetime income.

We continue to urge our members to contact their Congressional Representatives to encourage support of H.R. 1337.

NCDC Statement on Proposed Postal Rule on Non-Letter Size Marketing Mail

The United States Postal Service is proposing a new rule regarding what kind of merchandise can be included inside a Marketing Mail piece, which is the new name for the standard/nonprofit mail category. Mail pieces that would not comply with this new rule would have to be mailed at a different and higher rate. 

Here is a summary of the proposed rule:

 “The Postal Service is contemplating amendment of the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), to revise content standards for USPS Marketing Mail® letter-size and flat-size pieces regardless of level of sortation. This proposed change would limit all USPS Marketing Mail, regular and nonprofit, letter-size and flat-size, to content that is only paper-based/printed matter; no merchandise or goods will be allowed of any type regardless of “value.” All items not eligible to be sent as USPS Marketing Mail letter-size or flat-size pieces would need to shift to another product (e.g., Priority Mail®, Parcel Select®) to be mailed.” 

NCDC is working in close collaboration with the Alliance of Nonprofit Mailers and the DMANonProfit Federation on this matter. There are several issues in the proposed rule that are unclear and we are seeking that clarification from the USPS. We also are asking what is motivating the USPS to make this change. We have dealt with compliance issues regarding our packages meeting the specifications of postal equipment in the past and have adapted our content accordingly. Because the issue of “value” is mentioned in the proposal, we believe that there are also product concerns that higher-value merchandise should travel in trackable packages with higher postage. For the most part, we as charitable nonprofit institutions do not mail higher-value merchandise in our appeals.

Once we receive clarification from USPS on these issues, we will notify our members about our next steps and how our members can participate in addressing these issues with the postal service.

The USPS has set a 60 day response period. This gives us enough time to create appropriate strategies to address this rule.

NCDC Hosts Fundamentals and More

This week, NCDC hosted “Fundamentals and More,” a program especially designed for small religious institutes that currently have no resource development program.  A dozen religious communities participated in the program, which was held at the Carmelite Spiritual Center in Darien, IL. Topics addressed included establishing or growing a development program and creating a development plan. Participants can also request NCDC for a mentor for follow up after the program.

The Fundamentals and More program began in 2005 in response to a survey of religious institutes conducted by the National Religious Retirement Office (NRRO).

NCDC Hosts Alliance of Nonprofit Mailers Board of Directors

This week, NCDC hosted the Board of Directors of the Alliance of Nonprofit Mailers. Sr. Georgette Lehmuth, President/CEO of NCDC, sits on the board along with representatives from the nonprofit sector.

Representatives from the USPS and the Chair of the Postal Regulatory Commission addressed the Alliance Board.

Sr. Georgette continued to express the concerns of the Catholic fundraising community. Discussion included lost and mishandled mail, informed delivery, and increases on first class, flats, and standard mail rates. Members have expressed these concerns to Sr. Georgette both individually and at recent Large Volume Mailer Affinity Group meetings.
