The mailing of premiums by religious charitable mailers is at grave risk. We ask that you submit comments to the Postal Service as soon as possible in opposition to the August 23 Federal Register Notice of USPS. The operative, and potentially devastating, proposal is simple: “no merchandise or goods will be allowed of any type regardless of ‘value.’” Mailing merchandise would be forced into much higher postage categories of First Class, Priority, or Parcel Select, essentially ending premium programs.
We are urging immediate action by all religious charitable fundraisers and their business partners in an attempt to get USPS to withdraw the proposal. Below are some resources to help with your comments:
- A sample letter [.doc] Please be sure to remove all of the bolded blue suggestions within the letter. Including specific examples of your postage impact would be very powerful. But if you are unable to do so, please still send a more simplified letter. In any case, customize the letter the best you can and remove all bolded blue instructions please.

- A list of typical premiums [.doc]. It would be very helpful if you could include a similar list of your specific premiums mailed in recent years.
- A spreadsheet[.xls] An example of calculating the higher postage the rule would force. Your comments will be strengthened by the most specific evidence of your potential postage increases you can provide.
Comments should be emailed to ProductClassification@usps.gov using the subject line “USPS Marketing Mail Content Eligibility.”
We ask everyone to try your best to email your comments no later than next Friday, September 14.
Comments soon are important because there are several efforts underway to get the USPS to withdraw the Federal Register Notice well before the official comment deadline of October 22.
